My Mom's Meat Flan

I got this recipe from my late mother. This is one of my favorites when I was a kid. My mom put raisins in her recipe but I omitted this because of its sweetness and most importantly, other people disliked raisins in their food.
Here's the recipe
Ingredients:
1/4 kg. ground pork meat or beef1 tall can evaporated milk4 eggs, beaten1/2 cup water3 tbsp. oil1/2 cup green peas1 pc. small carrot, cubed2 tbsp. raisins (optional)1 small onion, chopped1 clove garlic, chopped1/2 tsp. salt2 tbsp. soy saucedash of pepper.
A Steamer, baking pan or small round pyrex dish
Procedure:
Saute garlic and onion in oil. Add the meat, stir fry it and add water. Simmer for a while, add carrots, peas, salt, soy sauce, pepper, cover until meat is cooked. Set aside.
Prepare the steamer. Put water in the steamer pan and let it boil.
In a separate bowl, scramble eggs, add the milk and stir gently. Add the meat and veggies, combine well and pour into a medium size deep pyrex. Cook in the steamer for about 30 minutes in high heat.Remove from steamer, let it cool and settle. Serve cold.
